Pedestrians & Shopping Carts

I'm in Kinston, NC tonight. Before I arrived at my sleeping location, I found myself on Highway 70 (Business) having a hard time identifying & avoiding joggers with reflective vests, cyclists without helmets crossing 5 lanes of fast approaching traffic, and pedestrians with shopping carts. Apparently the nightlife in Kinston is lacking in excitement and the residents here have to create their own thrills.

So, what exactly are cycling rules? For that matter, what are shopping cart rules? But back to the bicycles, I never know what to do. Are you supposed to pass them, stay behind them and hope they don't fall, or assess the situation and make the decision then? So overwhelming:)!
